This commercial is to sell backpacks?

Wow! I love Japanese commercials! Whoever was the mastermind behind this commercial should get… I dunno, something. Im not sure what the dancing lady and cartoon guys in the background are all about, but I guess they sell backpacks… Somehow. It might make more sense if you speak Japaneese, but I seriously doubt it.
